Probably a rating system kind of like on eBay.

A rating system would totally work, but this system wants to implement "area swapping"

Ratings could work, I could see it being abused when somebody gets a scratched disk or omething though, people in general are aholes.

I'd rather see a third party collect the games on your behalf. Both parties send it to them, they confirm the games are correct and working and pass them on. If there's an issue they can return the original games to their owners and nobody gets screwed.

I think that would work, however now there is a cost associated with it, you have to pay someone to be that third party. Even at a dollar a transaction though, it would rack up some loot if done right. You will have to ship the games to or back as well. You could probably get bulk shipping rates.
